A Robust International Footprint in Pharmaceuticals

The inaugural milestone of Nobel Pharmaceuticals’ global expansion strategy, as a subsidiary of Ulkar Holding, was achieved in Kazakhstan. Established in 2002 as Nobel AFF, this manufacturing facility became the country’s first foreign-invested pharmaceutical production plant. It further secured a landmark regulatory achievement as the first facility in Kazakhstan to be awarded GMP certification, validating its compliance with international quality standards in pharmaceutical manufacturing.
Today, the Kazakhstan facility operates with a workforce of approximately 500 employees. Beyond its manufacturing excellence, the site serves as a comprehensive R&D hub with capabilities covering the entire pharmaceutical development lifecycle. These competencies encompass the development of generic formulations and drug delivery systems, solid and liquid dosage form design (including modified- and delayed-release tablets, capsules, and oral liquids), as well as analytical method development, validation, and specification setting. The center also conducts bioequivalence and biopharmaceutical studies, stability testing, and the preparation of regulatory dossiers, delivering end-to-end support from initial formulation to final registration.
Another pivotal achievement within Central Asia is Nobel Pharmsanoat in Uzbekistan. Employing a workforce of over 300 professionals, Nobel Pharmsanoat has established itself as a highly respected Turkish pharmaceutical entity in one of the region’s most demographically significant markets, widely recognized for its unwavering commitment to quality and reliability.
In addition to its production capabilities, the Uzbekistan site functions as an advanced R&D center possessing deep technical expertise in both synthetic and plant-derived active substances. Its scope of operations includes the development of generic formulations and drug delivery systems, analytical method development for raw materials and finished products, and a broad spectrum of solid and liquid dosage form technologies. The center also drives powder formulation development, method validation, stability studies, bioequivalence research, technology transfer processes, and the compilation of regulatory documentation, driving a fully integrated pharmaceutical development capability across the region.
